1.      Approval of the minutes for the September 21, 2007 meeting of the College Council

It was moved, seconded (Dave Chesnut/Anne Cavagnaro) and passed that the minutes of the September 21, 2007 meeting be approved.

 

2.   Educational Master Plan

Discussion was held regarding the importance of developing an infrastructure of planning – the Columbia College educational master plan will be “the foundation for additional planning pertaining to all aspects of the College, including instructional programs, support services, learning resources, staffing, facilities, and financial resources.”  Further discussion was held regarding growth philosophies and growth plans.  Over the recent past, Columbia College has experienced significant growth, partially due to increased efficiency in scheduling and retention of students.  It was reported that space utilization, particularly as it relates to distance education, is another avenue to explore for low-cost growth and will be address in the future.

 

The Columbia College Draft Educational Master Plan, dated September 26, 2007 was distributed to College Council members prior to the October meeting.  It was stated that for purposes of proofreading it may be helpful to think of revisions in three categories: 1. simple grammar/typographical errors; 2. information to be added; and, 3. corrections.  Council members were directed to continue review of the document and channel any feedback to Dr. Alexandra Campbell.  Meanwhile, Dr. Campbell has been systematically working with areas to confirm the accuracy of data, gather opinion and program descriptions.  She has held meetings thus far with areas in vocational education and will continue on to the Arts & Sciences when done.  Dr. Campbell will continue to refine the presentation of data within the EMP and endeavor to expand the information and data available to increase its usefulness, i.e., expanding data pulls to identify trends vs. flukes.

 

3.   College Reorganization in Relation to Planning

While considerable work in the area of planning has been made at Columbia College, and in keeping with the mission of the college, Dr. Smith asked that College Council representatives query their constituencies to consider: 1) is the college and areas within the college organized for efficiency; and, 2) is the college and the areas within the college organized to best serve the needs of the students?

 

4.   Academic Calendar

A 2008-2009 Academic Calendar DRAFT was distributed to the group for consideration.  The calendar is essentially a roll-over from the previous academic year with the exception of one day in the spring semester designated as a non-instructional day.  This designation is required to be in compliance with state regulations.  Additionally, the California Community Colleges

System Office provides a list of official academic holidays, as specified by Education Code Section 79020.  For the 2008-2009 year, colleges are given the option to choose a date, which best serves the needs of their students, to observe Veterans Day (November 10 or November 11) and Lincoln Day (February 6, February 12 or February 13).

 

It was moved, seconded (Dennis Gervin/Gene Womble) and approved to select Monday, November 10, 2008 as a holiday in observance of Veterans Day.

 

It was moved, seconded (Dennis Gervin/Anne Cavagnaro) and approved to select Friday, February 13, 2009 as a holiday in observance of Lincoln Day.

 

It was moved, seconded (Gene Womble/Nancy Bull) and approved to designate Saturday, February 14, 2009 as a non-instructional day.

 

It was moved, seconded (Nancy Bull/Dennis Gervin) and approved to accept the 2008-2009 Academic Calendar DRAFT as amended for recommendation to the YCCD Board of Trustees for approval.
